SCLAD’s Housing Development

The Concept

SCLAD believes that persons with disabilities, especially those with severe mobility impairments, can achieve their desired personal and career goals. However, in order to maximize their potential to do so, they need a barrier-free environment throughout their community, beginning in their home.

SCLAD’s housing projects are totally barrier-free and affordable. Projects are designed to have 30% to 50% of their units meet the accessibility needs of those with the most severe mobility impairments.

In general, residents are families. There are children with their parents; families of one; as well as older folks. 

Our projects are integrated communities, designed, built and maintained to provide its residents the stability they need to be fully included in their community.  

Park Place Apartments has 34 units. It was completed in April of 1998. Its financing was a combination of HOME funds through the Florida Housing Finance Corporation and the City of Hialeah. Surtax and SHIP funds were provided by Miami-Dade County.

  The Projects

SCLAD’s developments are all located close to shopping, services and transportation.  

The projects’ attractive design emphasizes promoting safety, accessibility and innovation.  

Park Place Apartments sparked the redevelopment of its neighborhood. In 1998, the area was mostly made up of abandoned and dilapidated houses. Their demolition began shortly after Park Place’s completion. The elimination of this slum was followed by the development of Los Portales Townhomes. This large-scale residential renovation prompted a revival of business in the area with the opening and/or renovation of businesses such as Publix Supermarkets, Bank of America (previously Barnett Bank) and, CVS Pharmacy (previously Eckerd Drugs). They all built new facilities from where they presently are conducting their business.

East Side Condominiums - a 24-unit affordable First-time Homebuyer project was completed in June 2005. Its construction was financed with HOME funds through the City of Hialeah; Miami-Dade Surtax program; and, Wachovia Bank.

SCLAD Plaza is an 18-unit affordable rental project, which also houses the SCLAD Resource Center. It was completed in April 2011. Its financing included HOME funds from Florida Housing Finance Corporation and the City of Hialeah. Financing was also provided from Miami-Dade’s Surtax program and Neighborhood Lending Partners (NLP).

Villa del Este is a 6-unit affordable rental project completed in November 2015. Its architecture is Spanish style. Financing was with HOME funds through the City of Hialeah and a loan from the Florida Community Loan Fund.
  • Le Jeune Gardens is SCLAD's most recent project. It is an 18-unit affordable housing development. Construction by Design Builders & Management Corp. If was completed in June 2020. It was designed by N25 Architecture and is of contemporary style. Le Jeune Gardens is financed with SAIL funds through Florida Housing Finance Corporation's Special Needs Housing program; Miami-Dade County Surtax funds and a loan from the Florida Community Loan Fund.
